Financial difficulties facing marine protected areas of the Indian Ocean

Compared to managers BlueSeeds collaborated with in the Mediterranean or in West Africa, managers in the Indian Ocean face specific regional challenges, related to preserving high biodiversity hotspots like coral reefs.

Differences exist in the region. For instance, the Seychelles has developed sophisticated tourism-based mechanisms to finance conservation. In comparison, the Comoros face challenges in ensuring to do so partly due to lower tourist attendance, despite an exceptional natural heritage.

Managers are collaborating with local communities to promote alternative livelihoods, thereby decreasing their exploitation of marine resources. The region has a significant tourism potential. However, funding through public participation (e.g. entrance fees) remains to be better-accepted locally, while managing touristic activities sustainably remains a challenge.

BlueSeeds trained 11 managers and NGO representatives of the Indian Ocean in financial planning and sustainable funding mechanisms for protected marine areas.

Foster sustainable financing for marine protected areas

The marine managers of the western Indian Ocean were brought together in March 2023 for a workshop co-hosted by the Varuna program, the RECOS project, and the WIOMPAN network. These managers indicated that they needed to improve their skills through trainings, including knowledge on sustainable financing mechanisms for marine protected areas.

Over the course of a week, BlueSeeds introduced the managers to the concepts of financial planning and sustainable financing mechanisms for their marine protected area. We assisted them in processing their MPA’s financial data in order to become acquainted with their spending projections over the next ten years and then determine their funding gap.

We investigated with them the following mechanisms to address this shortfall: blue carbon financing, the implementation of entry and concession fees, and funding through the mastery of Conservation Standards. We were able to discuss mooring management, revolving funds intended to support the long-term transition of fishing practices in MPAs, and the search for alternative livelihoods for local communities during a Innovation & Entrepreneurship training day.
